Three trade regimes, three sourcing decisions
For an EU-based buyer, the country a flexible packaging supplier sits in is really a proxy for the trade regime that governs the goods crossing into the single market. There are three, and each one changes a different part of the decision: what happens at the border, who carries the compliance evidence, and where the real cost sits.
- Inside the single market. When both the buyer and the supplier are in the EU, there is no border to cross and no import at all: no customs declaration, no origin proof, and one identical regulatory framework on both sides. The decision reduces to economics and geography. This is the axis of Romania vs. Poland.
- A customs union with the EU. Goods move duty-free on the basis of their customs status, not their origin, so no rules of origin apply to industrial products; the border remains, with its formalities, and the PPWR importer role appears in the chain. This is the axis of Romania vs. Turkey, through the EU-Turkey Customs Union.
- A free trade agreement with the EU. Duty-free treatment exists but is conditional: it applies only to goods that meet the agreement’s rules of origin, proven shipment by shipment, and the full customs border stays in place. How these comparisons are built
Every regulatory claim references the applicable article of Regulation (EU) 2025/40 or the relevant EU legal act. Cost data comes from Eurostat where available. Logistics observations describe structural differences (customs borders, documentation, transit routes) rather than quoted transit days, because real lead times depend on route, season and carrier.
No comparison in this section ranks suppliers or assigns quality scores: the two options in each comparison serve different sourcing profiles, and each page ends with a decision matrix mapping profiles to routes. The comparisons are reviewed and updated as PPWR implementing and delegated acts are published.
The format and structure comparisons follow the same rule: material behaviour is described qualitatively where no citable figure exists, and no route is presented as universally better.
