Custom Pet Food Packaging: Pouches, Bags and Films for Dog and Cat Food
Pet food flexible packaging is engineered to protect dry food, treats and supplements for dogs and cats against oxygen, moisture and UV light, preserving freshness, aroma and nutritional value throughout shelf life. VLM Poliplast manufactures custom pet food packaging from Romania for EU and international markets: stand-up doypack pouches, Quad Seal bags, Flow Pack rollstock and high-barrier multilayer films, for both automated and manual filling lines.
Available formats range from 50 g single-serve treat pouches to 10 kg bulk dry food bags, with flexographic printing up to 8 colours, resealable ziplock closures, easy-open tear notch and eurohole.
Pet food packaging has distinct technical requirements compared to other flexible packaging: high fat content demands effective oxygen and grease barriers, bulk formats require puncture resistance, and EU regulations under PPWR 2025/40 set clear recyclability obligations from 2030.

When you need flexible packaging for pet food, and when you don't
- Dry food with high fat content, sensitive to oxygen and moisture
- Treats and snacks with shelf life exceeding 3 months
- Pet supplements: vitamins, probiotics, powders
- Products requiring resealable closure: ziplock for repeated portioning
- Bulk bags 5 to 10 kg with puncture and transport resistance requirements
- Products requiring aroma barrier, to prevent odour transfer
- Products with very fast turnover, less than 2 weeks on shelf
- Products with no sensitivity to oxygen or moisture
- Applications where rigid packaging (tin, can) is product-mandated
- Products where PE/PE or BOPP/CPP mono-material structures cover the required barrier level

Request a quoteMaterial structures for pet food packaging: barrier and recyclability
The material structure determines oxygen and moisture protection, fat resistance, achievable shelf life and compliance with PPWR 2030 recyclability requirements. Choosing the wrong structure is the most common cause of insufficient shelf life or unjustified cost.
| Structure | O₂ barrier | Moisture barrier | Recyclability | Pet food applications |
| PE/PE mono-material | Low | Moderate | PE4 recyclable NIR | Bulk litter, bedding, bird seed, fast-turnover products |
| BOPP/CPP | Moderate | Good | PP5 recyclable NIR | Dry food short-medium shelf life, snacks, treats with PPWR 2030 requirement |
| PET/PE | Moderate | Good | Not recyclable PPWR 2030 | General dry food, biscuits, medium fat content products |
| BOPP/PET/PE (triplex) | Good | High | Not recyclable PPWR 2030 | Premium dry food, pet supplements, high fat content products |
| PET/EVOH/PE | High | High | Not recyclable PPWR 2030 | Premium treats, oxidisable supplements, food with shelf life > 12 months |
| PET/ALU/PE | Maximum | Maximum | Not recyclable PPWR 2030 | Premium long shelf life food, very high fat content, sensitive supplements |
PE/PE and BOPP/CPP structures are NIR recyclable. PET, EVOH and ALU structures do not meet PPWR 2030 recyclability thresholds, classification declared transparently at delivery. All VLM Poliplast structures are produced without PFAS, in compliance with applicable food contact standards.

Recyclable mono-material structures
PE/PE and BOPP/CPP mono-material structures are NIR-sortable and aligned with the RecyClass Design for Recycling Guidelines, meeting PPWR 2030 recyclability requirements from 1 January 2030. EcoMonoFilm PE offers barrier performance comparable to multilayer while remaining recyclable in the PE stream.
How to choose the right format for your product
Format and material structure are selected together, based on product type, fill weight, filling line and recyclability requirement.
Retail dry food
(500 g to 3 kg)
Shelf presentation, resealable after opening, product visibility.
→ Stand-up Doypack with ziplock + PET/PE or BOPP/CPP
Bulk industrial
(2 kg to 10 kg)
Transport resistance, pallet stability, branding on 4 panels.
→ Quad Seal + BOPP/PET/PE or PET/PE
Treats and snacks
(20 g to 200 g)
Small portions, shelf display, easy open, fast automated filling.
→ Flow Pack or 3-Side Seal + BOPP/CPP or PET/PE
Supplements and powders
(100 g to 1 kg)
High oxygen and moisture barrier, resealable, long shelf life.
→ Stand-up with ziplock + PET/EVOH/PE or PET/ALU/PE
Litter and bedding
(1 kg to 10 kg)
Puncture resistance, easy transport, no oxygen barrier required.
→ Quad Seal or plain bag + PE/PE mono-material
PPWR 2030 recyclability
is a requirement?
Only PE/PE and BOPP/CPP mono-material structures are NIR-sortable, aligned with RecyClass Design for Recycling Guidelines. Compliant with 1 January 2030 requirements.

Dry food packaging vs litter packaging: key technical differences
Technical requirements differ fundamentally between the two categories: choosing the wrong structure leads to unnecessary cost or insufficient protection.
Dry food and treats
The primary requirement is oxygen and fat barrier, to prevent rancidity and aroma loss. Multilayer structures PET/PE, BOPP/PET/PE or PET/EVOH/PE are required for long shelf life. Mechanical resistance is secondary to chemical barrier performance.
Litter and bedding
The primary requirement is mechanical resistance to puncture and transport, not oxygen barrier. PE/PE or PET/PE structures are sufficient. Fill weight (1 to 10 kg) requires greater thickness and handle formats for easy transport.
Pet food packaging: applications by product category
| Product category | Primary requirement | Recommended formats | Recommended structures |
| Dry dog and cat food | Fat + WVTR barrier, puncture resistance | Stand-up · Quad Seal · VFFS film | BOPP/PET/PE · PET/PE · PET/EVOH/PE |
| Treats and rewards | Aroma barrier, small portions, shelf display | Flow Pack · 3-Side Seal · 2-Side Seal | BOPP/CPP · PET/PE |
| Pet supplements | OTR + WVTR simultaneously, resealable | Stand-up with ziplock · 3-Side Seal | PET/EVOH/PE · PET/ALU/PE |
| Bird seed and rodent feed | Mechanical resistance, WVTR, cost efficiency | Quad Seal · Plain bag | PE/PE · BOPP/CPP |
| Cat litter (sand, pellets, silica) | Puncture resistance, transport, handle | Quad Seal · Bag with 3-finger handle | PE/PE · PET/PE |
| Rodent bedding | High resistance, heavy bag | Heavy plain bag | Heavy PE/PE · LDPE |
| Fish and aquarium food | High WVTR, small portions, aroma barrier | Flow Pack · Stand-up · 3-Side Seal | BOPP/CPP · PET/PE |
